柴田英昭與松永和也兩位藝術家共同組成的「淀川技術」成立於2003年，他們將撿拾而來的廢棄物改造成形態各異的雕塑作品，反轉所謂「垃圾」的定義。
「淀川」是日本大阪市的主要河流，流經人口密集的大都會，一路帶著各種人為雜物入海，而淀川技術就以淀川內及河岸邊蒐集到的廢棄品為材，開啟藝術創作之路；近年更擴大至日本及世界各地，進行社區式的在地參與計畫。儘管取材來源地改變，但不變的是他們對於環境的關懷：河川是孕育人類聚落的開端，但河川所受到的污染似乎也隨著文明的腳步而加重；淀川技術從河川中撿拾而來的垃圾不僅數量驚人、種類更是包羅萬象，結合藝術家的創意與幽默，希望透過創作喚起民眾的環保意識，如同河川一般，涓滴匯聚你我的一點關心、一點努力。此次藝術家也特別來到臺北，為這尾來自日本的黑椎鯛，妝點上蒐集自淡水河畔的廢棄物。
臺北文創大樓臺北文創大樓提供文創產業進駐，創造多元平台，讓創作者、平台經營者和消費者間緊密互動，暢通研發創作、生產發行至銷售推廣等管道，以促進文創產業永續發展。座落於松山文創園區內，嶄新的綠建築與松山菸廠古蹟共生共榮，同時協助保存屬於臺北市民的文化資產，讓新舊文化交融的園區成為文創產業聚落基地。
Yodogawa Technique is an art unit founded by Hideaki Shibata and Kazuya Matsunaga in 2003. They create artworks using garbage and items that have drifted to the riverbank, transforming what used to be an environmental eyesore into an impressive piece of art.
“Yodogawa”, or Yodo River, is the primary river in Osaka. With its flourishing economy and high population density, the area around Yodo River is prone to a lot of littering. This environmental pollution was what inspired Yodogawa Technique to condense all the litter into an artistic masterpiece. These years, they have expanded their work globally; although the places they collect litter from have changed, their commitment to the environment has remained firm. With the combination of artistic creativity and humor, Yodogawa Technique hopes to increase environmental awareness among people, asking each and every one of us to provide more love and care for the environment.This time, Yodogawa Technique has come to Taipei with this sculpture named Menchinu, or black sea bream, and adorned it with litter found around Taipei’s Dansui River.
